The Russian army is trying to fight against Ukrainian civilians, shelling critical infrastructure facilities that provide the population with electricity, water, and heat. In order to stabilize the power system, it is necessary to reduce consumption — that’s why fan blackouts are being introduced throughout Ukraine. Outages have become regular in the capital and in a number of other settlements.
